Step 1: Lock in Zoe and the Flirty personality from the starting clue
Clue 1 tells us Zoe winks at guards because she wants a boyfriend. That locks Inmate C's person as Zoe and immediately confirms Inmate C's personality as Flirty. This gives a solid anchor for the rest of the puzzle—I know which inmate is Zoe right from the start.
Step 2: Match the Money Launderer with the Pigeon roommate
Clue 2 says the Money Launderer uses a bird to deliver letters, which gives the Pigeon as his roommate.
