From there, the rest of the grid falls into place when you use the weather clues to eliminate positions. The biggest thing to keep in mind is that the weather column fills up early, and that gives you the anchors you need for the operator and type placements.

Step 1 Start With Emergency B Rainy And Emergency C Accident

When the level begins, two answers are already set. Emergency B has Rainy as its weather, and Emergency C has Accident as its type. Write those into the grid right away. They give you a fixed reference point for the rest of the puzzle.

Step 2 Place The Blizzard At Emergency D

The clue about the heavy snow says that the Blizzard call is not next to the Rainy call. Since Emergency B is the Rainy call, the Blizzard call cannot be adjacent to it. In a line of four emergencies, the two spots next to Emergency B are Emergency A and Emergency C. That rules out both of them.
