Unicorn is Pinata D. Its neighbors are C and E. But you might think the clue says each neighbor uses one of those tools, but it doesn’t specify which is which. That’s fine because later clues (like clue 18) confirm Pinata C uses Steel Beam and Pinata E uses Plunger. The puzzle uses multiple clues to lock in the exact assignments.
